Federal Service for Veterinary and Phytosanitary Surveillance

The Federal Service for Veterinary and Phytosanitary Surveillance is a federal executive body carrying out functions on control and supervision in the veterinary field: establishment and lifting of phytosanitary quarantine zones, control of pesticide and agrochemical application, maintenance of soil fertility, cultivation achievements, protection, reproduction and use of animal objects (hunting resources) and aquatic biological resources, and protection of humans from animal infectious diseases.

The Federal Service for Veterinary and Phytosanitary Surveillance is subordinate to the Ministry of Agriculture of the Russian Federation.

The activity of the Federal Service for Veterinary and Phytosanitary Surveillance is regulated by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, legal regulatory acts of the Ministry of Agriculture of the Russian Federation, as well as by the present Act.

The Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive bodies of the Russian Federation Subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession.
